DIRECTORATE GENERAL OF HOUSING AND WELFARE, CUSTOMS & CENTRAL EXCISE,

Section,4. (1) (b) (i) The particulars of its organization, functions and duties:

The Directorate of Housing & Welfare was set up vide Ministry's F. No. A-11019/34/2002-AD IV dated 27-06-2002 with its headquarter at Delhi under the supervisory control of a Commissioner. This Directorate is functioning as a liaison agency on all housing and welfare matters of CBEC and its field formations. It is pertinent to mention that no public dealing is handled by this Directorate.

 

(i)         Functions & duties of the Directorate:

    ·         To monitor and co-ordinate with the Central Board of Excise & Customs/Ministry and field formations regarding housing projects

    ·         To help and assist field formations in framing the project proposals and in implementation of approved projects

    ·         To co-ordinate with the field formations with regard to problems of encroachment and abandoned properties

    ·         To devise procedures for accounting and documentation system

    ·         To keep the field formations informed about the various schemes and facilities available

    ·         To co-ordinate with the Ministry on welfare measures related to officers and staff under CBEC

(ii)       Powers & duties of the officers and employees:

    ·         All cases pertaining to purchase of land and ready built flats and for granting administrative approval and expenditure sanction for the same are handled by the Directorate.

    ·         All cases of purchase of ready built office and residential accommodation from private as well as Government agencies are being handled by Directorate of Housing. After examination and scrutiny of the proposals, the same will be forwarded to the Ministry for obtaining the approval of Finance Wing.

    ·         Cases relating to construction of office building involving expenditure more than Rs two crores and of residential accommodation through CPWD are handled by the Directorate

    ·         An inventory of accommodation, office and residential, available with the department at all levels is being prepared

    ·         Detailed policy papers on setting up of various welfare measures for the Departmental officers

    ·         Examination of proposals regarding hiring of office/office-cum-residence accommodation and godown accommodation in respect of the attached and subordinate offices

    ·         Examination of proposals regarding construction/purchase/hiring of guest houses, transit accommodation

(iii)       The procedure followed in the decision making process, including channels of supervision and accountability

All Housing Projects received from field formations of CBEC are being examined as per existing instructions/guidelines and after scrutiny the same are being forwarded to the Ministry for administrative approval and expenditure sanction

All matters relating to infrastructure including purchase of land and ready built buildings/flats are routed through this Directorate to the Ministry.

The Directorate is functioning as a liaison between the Ministry and field formations of CBEC

(iv)      The norms set by it for the discharge of its functions:

All proposals regarding housing projects, hiring of office accommodation, construction of departmental buildings are scrutinized and after detailed examination of all the requisite information, the same are forwarded to the Ministry for administrative approval.

(v)        Rules, regulations, instructions, manuals & records held by it or under its control for being used by the employees for discharging its functions:

The proposals for construction of office and residential complex are processed on Merit and the construction work is through CPWD.

Scrutiny of housing proposal received from field formations under CBEC

Drawing of construction programmes for the Department and their implementation

Scrutiny of proposals regarding acquisition of land for construction of Departmental buildings

Examination of proposals regarding hiring of office accommodation, purchase of ready built buildings, repairs of departmental building and minor works etc.

(vi)      A statement of the categories of documents that are held by it or under its control

As the Directorate is a liaison between the Ministry and its field formations, no document of any public interest is handled by the Directorate.

(vii)     The particulars of any arrangement that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof

(viii)    A statement of the Boards, Councils, Committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advise, and as to whether meetings of those Boards, Councils, Committees and other bodies are open to the public, or the Minutes of such meetings are accessible for public

(ix) Directory of its offices and employees
