Directorate General of Logistics Customs & Central Excise


Sections,4. (1) (b) (i) The particulars of its organization, functions and duties:

The Directorate of Logistics was set up vide Ministry"s letter F.No. A-11019/40/79-Ad-IV dated 23.6.1979 by re-organization of the Directorate of Anti-smuggling, Directorate of Communication and Directorate of Marine to co-ordinate all the activities related to anti-smuggling (Logistics) under the Central Board of Excise and Customs.

This Directorate has its headquarters at New Delhi and is under the supervisory control of a Commissioner rank officer. This Directorate has three divisions as under :-

A   Anti-smuggling Division

B.    Communication Division

C.    Marine Division

The function of these three Divisions of this Directorate have been enumerated in the said circular and are summarized as under :-





Assessment of the needs of Anti-Smuggling Equipment (including arm & ammunitions) of field formation, formulation of proposals for their purchase, obtaining of sanctions from the Ministry and acquisition, installation/distribution of the same.


Monitoring of the stocks of seized, confiscated and ripe for disposal goods with the Commissionerates.


Inspection and stocks taking of the anti-smuggling equipment and stocks of seized, confiscated and ripe for disposal goods in the anti-smuggling wings of the Commissionerates/Custom Houses.


Maintenance of statistical data bank relating to Investigations, Adjudications, Rewards, Prosecutions stocks and disposal of goods and prepration of monthly Performance Indicators bulletin.


Loaning of seized/confiscated arms to departmental officers.


Acquisition and deployment of Sniffer dogs.




To plan and formula to wireless communication proposals for Customs Preventive Commissionerates and obtaining sanctions from the Ministry for acquisition of wireless equipment.


Distribution of wireless equipments amongst the Commissionerates and monitoring wireless traffic passed over the wireless networks.


Providing support for the maintenance and repair of wireless equipments in the Commissionerates and Inspection thereof, and training of telecommunication staff.


Coordination with regional command Security Committees under Ministry of Defence in the matters relating to breaches of communication security.




 Examining proposals for appropriation/condemnation of vessels received from maritime Commissionerates and extending technical support.


Procurement and supply of technical and general sea stores through Central Stores Yard, Mumbai.


Overall supervision and control over the four workshops for repair of the vessels.


Maintaining statistical data pertaining to crafts and crew.


Recruitment of trained and disciplined technical personnel for operating vessels, workshops and Central Stores Yard.

Apart from the above said functions pertaining to Anti-smuggling Communication and Marine Division, this Directorate has been entrusted with the work of maintenance of Customs & Central Excise Welfare Fund, Performance Award Fund and Special Equipment Fund. With a view to providing financial assistance for various schemes for the promotion to staff welfare and for acquisition of Anti-smuggling equipments of specified nature within the shortest possible time and for the purpose of providing assistance for the welfare of community at large including removal of difficulties caused by natural calamities like Floods, Earthquake, Droughts etc..

(ii)       The powers and duties of officers and employees :

The powers of the officer are as available under Circular No. F.No. 11019/40/79-Ad-IV dated 23rd June 1979, Govt. of India, Ministry of Finance, Department of Revenue. With respect to the duties, the various functions as enumerated at Sl. No. (1) above are required to be carried out by the officers of this Directorate in coordination with CBEC, Directorate of Revenue Intelligence, Directorate of Systems, All Chief Commissioners and Commissioners of Customs and the Regional Units of this Directorate.

(iii)      The procedure followed in the decision making process :

                The procedure followed in the decision making process wing-wise as per hierarchy of the organisation is as under:-

 (i)   Anti-smuggling Division: Commissioner-Additional Commissioner-Joint Commissioner-Assistant Commissioner-Superintendent.

(ii)   Communication Division: Commissioner-Joint Director-Deputy Director-Assistant Director-Superintendent-

(iii)   Marine Division: Commissioner-Additional Director-Marine Officer

With regard to the Administrative matters - proposals are processed at the section level and put up to the Assistant Commissioner- Additional/Joint Commissioner and finally approved by the Commissioner.

With regard to the anti-smuggling proposal are processed at the Superintendent level and put up to Assistant Commissioner/ Joint Commissioner/ Additional Commissioner/ Commissioner and then through DG(DRI) submitted to the CBEC (where so ever required) finally approval by the Commissioner.

(iv)      The norms set by it for the discharge of its functions :

The Directorate of Logistics is a nodal agency to monitor the work of Anti-smuggling Division, Communication Division, Marine Division and maintenance of Customs & Central Excise Welfare Fund, Performance Award Fund and Special Equipment Fund. Accordingly, the Directorate of Logistics is required to work in close co-ordination with the Central Board of Excise & Customs, all Chief Commissioner of Customs (preventive) and Chief Commissioner and Commissioner of Customs including DGDRI.

The Directorate is assessing the requirement of the field formations for anti-smuggling, Communication and Marine (Logistics) from time to time and then processing it to take follow up action accordingly.

This Directorate is also processing all the applications received from the officers in various field formations of CBEC for financial assistance from Welfare Fund and Performance Award Fund on day to day basis. This Directorate has also been entrusted with the work relating to the compilation of statistical information regarding receipt and disposal of seized, confiscated goods and preparation of Monthly Bulletin and other returns/reports for field formations. This Directorate is also required to carry out inspections in the different field formations under CBEC.

In view of the nature of work undertaken by the Directorate of Logistic the norms are fixed in such a way to process the requirements of the field formations for Anti-smuggling (Logistics) in time and also to process all the applications received for financial assistance from Welfare Fund, Performance Award Fund and Special Equipment Fund on day to day basis.

(v)        The rules, regulations, instructions, manuals and records, held by it or under its control or used by the employees for discharging its functions.

(i)     Rules governing the administration of the Customs & Central Excise Welfare Fund, Performance Award Fund and Special Equipment Fund for acquisitions of Anti-smuggling Equipment.

(ii)   Rules & Regulations Instructions issued from time to time by the DOPT of CBEC from time to time are used by the officers and staff of this Directorate.

(vi)      Statement of the categories of documents that are held by it or under its control :-

(i)     Day to day administration related files for running the Directorate;

(ii)      Correspondence related to Anti-smuggling equipment and other logistics items.

(iii)    All the files related to the grant of financial assistance from Welfare Fund and Performance Award Fund.

(iv)     All the files pertaining to the Marine and Communication wings of this Directorate received from the above said wings.

It may also mention that this Directorate is the nodal agency to monitor the requirements pertaining to Anti-smuggling Division, Communication Division and Marine Division in close co-ordination with the field formations. This Directorate handles no documents of any public interest except the various purchases of anti-smuggling equipment, such as x-ray machines, Vessels etc. as per approval of the Ministry and as per laid down procedures.

(vii)     The particulars of any arrangement that exists for consultation with, or representation by the member of the public or implementation thereof.

           This Directorate does staff functions for the Central Board of Excise & Customs inter-alia in the matter of procurement of Anti-smuggling equipments for field formations. As such "Public" in relations to this office  are the ''Field formations'' of CBEC. Proposals by this office are invariably initiated after receipt of requirements/proposals from them. In other cases also the field formations are consulted regarding the proposals.

(viii)    Statement of the boards, council, committees and other bodies consisting of two or more persons constituted as its part  for the purpose of its advise, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

                The minutes of the meeting of the Governing Body on grant of financial assistance from Welfare Fund and Performance Award Fund are meant only for departmental employees and they are not of any use to the public and the above said Governing Body meetings are not accessible to the public.
