      Subject: Transfer/ Placement Policy of Group 'A' Officers of Indian Revenue Service (Customs & Central Excise) - Amendments to the Policy -regarding. 
       

Sir/ Madam, 
 

      I am directed to refer to the Transfer/ Placement Policy of Group 'A' Officers of IRS (C&CE) communicated vide letter of even number dated 18.01.2008 and to say that after careful consideration, the following changes to the Transfer/ Placement Policy have been approved by the competent authority: 
 

  1. The total tenure of an officer in an 'A' station, during his entire tenure upto and including the rank of Commissioner, has been increased from 6 years to 8 years (Para-5.3 of the Policy).

  1. The overall cap/ ceiling of 22 years on total tenure of an officer in all 'A' stations (combined) during his entire tenure upto and including the rank of Commissioner (including all the exempted posting as also the tenure of Central Deputation to other Ministries/ Departments) has been removed (Para-5.6 of the Policy).

  1. The restrictions on deputations under CSS/ non-CSS schemes outside the Department of Revenue, as stipulated earlier in Para-6.1 of the Policy, have been removed.  Para-6.1 of the Policy stands omitted.

  1. A new Para-9.5 has been added to provide that in case an officer requests for retention in a particular station on the ground that his/ her child is studying in Class-X or Class-XII, the Board/ Placement Committee may consider such requests.

  1. The applicability of Para-11 of the Policy has been restricted to Earned Leave only.  Study Leave has been excluded from the scope of Para-11.

  1. Annexure-IV of the Policy has been amended, to remove an error and make it clear that NOIDA and Ghaziabad continue to remain part of North Zone.  NOIDA and Ghaziabad are integral part of Delhi (which is part of North Zone) in terms of provisions of Annexure-I of the Policy.

2. The above changes to the Transfer/ Placement Policy shall take immediate effect and shall be applicable to all the Transfer/ Posting Orders issued on or after this date. A copy of the updated Transfer/ Placement Policy (incorporating all the amendments made so far) is enclosed herewith for your kind information. You are requested to kindly arrange for circulation of the amended Transfer/ Placement Policy amongst all Group 'A' officers under your charge.
