Subject: Building of a comprehensive MIS in CBEC - Instructions

 

  • 1.         Reference is invited to the Order No. 01/Ad. IV/2015 dated 31st July, 2015 issued from F. No. 11013/18/2015-Ad.IV regarding renaming of DG Service Tax as Directorate General of Goods and Service Tax (DG GST) w.e.f. 01/08/2015.

                Reference is also invited to the Order No. 3/Ad. IV/2015 dated 13th August, 2015 issued from F. No. 11013/21/2015-Ad.IV regarding renaming of DG Inspection (Customs & Central Excise) as Directorate General of Performance Management (Customs, Central Excise & Service Tax) (DGPM, in short).

                Further, vide Order No. 2/Ad. IV/2015 dated 27th August, 2015 issued from F. No. 11013/20/2015-Ad.IV, the office of CC, TAR has been renamed as the Directorate General of Tax Payer Services, and the functions and responsibilities of erstwhile CC, TAR has been assigned to the erstwhile DG Inspection (Customs & Central Excise) now renamed as the DGPM.

  • 2.         In view of the aforesaid changes, the Central MIS Committee is being reconstituted as under:-

    (i).               Member (Central Excise), CBEC – Chairperson

    (ii).               DGRI, DGCEI, DG Audit, DG (Systems), DGPM, JS (TRU-II), Principal Commissioner (Logistics), Commissioner (Coord.), Commissioner (DDM), Commissioner (Legal), Commissioner (Valuation), and OSD (CX.9) – Members

    (iii).               Sh. Akhil Kumar Khatri, Commissioner (Audit-II), Meerut – Member Secretary

  • 3.         Presently, the MPRs are structured in six Parts. However, there are certain Parts under which the MPRs are assigned to more than one Functional Owners. For example, under Part-II, DGCEI is the Functional Owner in respect of the MPRs relating to Central Excise and Service Tax, and DGRI is the Functional Owner in respect of the MPRs relating to Customs. Similarly, under Part-IV, some of the MPRs are assigned to erstwhile DG Inspection, some others are assigned to erstwhile DGST and yet some others to Directorate of Valuation.

     In view of the aforesaid renaming/reorganization of certain Directorates, and with a view to ensure that every Part of the MPR is assigned to a single Functional Owner, the MPRs are being restructured as under:-

Although name and/or Part no. of some of the MPRs are being changed as above, there is no change in the formats, and they would continue to bear the same version number as at present. The aforesaid change would come into force with effect from 1st October, 2015 .

  • 5.         All the concerned Functional Owners are requested to take immediate necessary action, in consultation with the Commissioner, DDM, for carrying out necessary modifications in the web-based utility in accordance with the aforesaid changes.
  • 6.         This issues with the approval of the Board.
